● 摘要:食品安全是食品的种植、养位、加工、包装、贮藏、运愉、梢售、消费等活动符合国家强制标准和要求,不存在可能损害或威胁人体健康的有毒有害物质以导致消费者病亡或者危及消费者及其后代的隐患。目前我国食品中的卫生指标超标,超童使用食品添加剂或使用已经明令禁止的食品添加剂,食品包装、标签等不规范,如虚假标签、以次充好人为“造假”等成为食品安全管理中的主要问题,加强食品安全管理已经刻不容缓。本文就食品安全问题产生的原因进行分析并提出相应的对策。关键词:食品安全;食品安全管理;对策 人类社会的发展和科学技术进步,使现代饮食水平与健康水平普遍提高,食品的安全性状况有较大改善.另一方面人类食物链环节增多和食物结构复杂化,又增添了新的饮食风险和不确定因素。如何在达到温饱之后解决吃得好、吃得安全的要求,食品安全问题被提了出来。 1.我国食品安全的现状 食品安全是在种植、养殖、加工、包装、贮藏、运输、销售、消费等活动中,食品符合国家强制标准和要求,不存在可能损害或威胁人体健康的有毒有害物质以导致消费者病亡或者危及消费者及其后代的隐患。2000年,世界卫生大会通过了《食品安全决议》,制定了全球食品安全战略,其中食品安全被列为公共卫生的优先领域。食品安全直接关系到人民群众的身体健康和社会的稳定,关系到国家和政府的形象,已在世界范围内引起了广泛的关注。在我国,特别是近年来,党和政府高度重视食品安全问题,出台了一系列法规,并做了大量的工作。 但在这样的背景下依然存在不少问题。自2003年以来,一些营养成分严重不足的伪劣奶粉充斥安徽阜阳农村市场,众多婴儿受害甚至死亡,在一些地区的粮油批发市场上,出现了一种被称作“民工粮,的陈化粮;掺了“食用酒精”的白酒进人市场,最终造成“毒酒”事件;2005年对苏丹红一号下达了追杀令,揭开了中国对苏丹红一号实行从生产、流通、餐饮各环节拉网式围剿行动的序幕,一些色泽鲜艳、卖相好的被检测含有有毒工业染料“苏丹红四号”的红心鸭蛋出现在市场上;“三无,食品“转战”农村市场,大量劣质食品流向农村,农村消费市场成为食品安全的盲区。假冒伪劣食品出现的频率高、流通快、范围广,不法商人制假售假的手段和形式也更“高明”、更隐蔽;农药残留、重金属超标、非法使用食品添加剂等化学污染正危害着人们的健康,个别地区发生了食用含有瘦肉精(盐酸克伦特罗)的猪肉而发生食物中毒的食品安全事件。 大量的事实无不说明一个问题,我国的食品安全状况不容乐观,卫生指标超标,超量使用食品添加剂或使用已经明令禁止的食品添加剂,食品包装、标签等不规范,如虚假标签、以次充好人为造假等。加强食品安全监理刻不容缓。 2.食品安全出现问题的原因 2.1法律法规体系不完善 目前,我国的食品安全规定比较粗放,缺乏具体的评判标准,缺少一个更为完善的食品安全法规,食品安全管理主要依靠行政管理。如尽管我国在1996年就出台了《食品添加剂使用卫生标准》,目前还没有统一的检测方法和标准,这给检验苏丹红一号带来了判定依据上的不足,禁而不查,查而无标准可循,使得苏丹红一号在我国明令禁止其作为食品添加剂使用的情况下,依然时有发生苏丹红事件。2.2食品安全多头监管 目前,我国食品安全监管体制是一种“分段管理为主,品种管理为辅”的模式,导致食品安全管理出现条块分割、沟通不畅,同时食品安全多头监管的局面导致一些领域重复检测,而一些领域得不到检测,出现监管上的漏洞甚至“真空”。如监管“鸭蛋”的就有食品药品监管部门、农业、质检、卫生、工商和商务部门,却未能阻止“红心鸭蛋”的出现,使不少消费者“谈蛋色变”。2.3食品安全标准体系不健全 主要表现在与国际标准不能接轨,食品安全标准体系结构设计不够合理,对标准的深人研究不够,部分标准的实施较差,甚至强制性标准也未得到很好的实施等。2.4食品安全信用体系建设巫待加强 我国社会信用体系建设刚刚起步,食品安全方面的信用体系建设仍相对滞后。目前,掌握企业食品卫生质量的信用状况难度很大,很难起到消除信息不对称、鼓励守信者、打击遏制失信者、追溯责任、形成诚信经营氛围的作用。如在长达近1个月的苏丹红一号围剿中,在中国市场上,竟无一家企业主动向消费者发布警示,向执法部门通报情况,特别是号称要在中国做负责任的企业的跨国公司,既未对其产品从原料到生产的各个环节展开全面调查,又未在基于事实的基础上第一时间把相关信息向消费者发布,而是推卸责任,尽力为自己开脱。
